CALAIS, FRANCE - DEC -31-2002 - A refugee holds up his number as he stands in the rain on new years eve day waiting for food which is distributed daily by local aid organizations. Food was in short supply due to the new year holiday which caused tensions to run high between the refugees. The refugees were given numbers in an effort to make sure everyone received food.
